The Consulate General of Sweden in Jerusalem is recruiting a Programme Officer in the field of healthcare to the development cooperation section. The position is full-time, starting as soon as possible. The Consulate General (CG) of Sweden applies an observation period of six (6) months.

The Consulate General of Sweden is located in East Jerusalem and has currently 23 employees. The mission’s areas of responsibility cover Jerusalem, the West Bank and Gaza. The tasks of the Consulate include political reporting, international development cooperation as well as consular and visa services. The present funding window for Palestine is guided by the Swedish Government’s Strategy for Sweden’s regional development cooperation with the Middle East and North Africa 2024-2027 and it puts emphasis on 1) economic development and job creation, 2) improved access to health care and 3) Democracy, good governance, rule of law, accountability, and two-state solution in accordance with international law.

As a Programme Officer you will:

  • Be responsible for contribution management; assessments, budget analysis, follow-up, and evaluation, in the health sector.
  • Participate in the overall strategy implementation and follow-up of results.
  • Participate in donor coordination, networking, and dialogue.
  • Contribute to the Consulate General's overall monitoring, dialogue, reporting and communication.

Qualifications:

  • Academic degree, preferably in public health, medical sciences, epidemiology, health management, health economics or other relevant social science or other related university degree.
  • At least 5 years of professional work experience
  • Experience and knowledge of the Palestinian health context and social sectors in Palestine, including key issues and challenges.
  • Relevant working experience related to health care services and management, health rights, sexual and reproductive health and rights, mental health and children’s health.
  • Experience in project management and grant management.
  • Knowledge and experience working with key local and international health stakeholders in Palestine.
  • Good analytical, management, problem solving and advocacy skills.
  • Ability to learn and adapt to changing circumstances and complex settings.
  • Strong interpersonal and communication skills and ability to develop and maintain good working relationships with a wide range of actors.
  • Excellent speaking and writing skills in English and Arabic.
  • Computer literacy and experience with office management software, such as MS Office.
  • Driver’s license.

Merits:

  • Experience working at a diplomatic mission or international organization.
  • Work experience and/or academic qualifications in the field of democracy, good governance, rule of law, accountability, or international law.
  • Knowledge of the Swedish language.
