Sweden is a major development partner in the energy field and is chairing the donor coordination. Sweden is providing assistance for capacity building of energy sector institutions such as the Ministry of Economy, the Energy Efficiency Agency and Fund (EEA and EEF) with a specific focus on energy efficiency and renewable energy investments. The main objective is contribute to the implementation of the main reforms lifting up Moldova to EU energy and environment standards. The National Energy Efficiency Action Plan 2016-2018 (NEEAP) developed with Swedish assist-ance is guiding Moldova implementing measures towards achieving the national energy efficiency targets.

Support is also provided to improve energyefficiency of small- and medium-sized enterprises and residential homeowners through cooperation with the European Bank for Reconstruction and Development in Moldova Residential Energy Efficiency Financial Facility (MoREEFF) and through a loan-guarantee instrument.

Sweden is supporting the regional development policy with a focus on decentralized local infrastructure investments in clean water, waste management and energy efficiency within the framework of Moldova's regional development policy.

The assistance at bilateral level is complemented by regional support to environment and energy infrastructure investments managed by major IFIs such as EIB, EBRD and the World Bank. This includes support to feasibility studies, technical assistance and the grant financing facility E5P (Eastern Europe Energy Efficiency and Environmental Partnership).
