Swedish statement held by Counsellor Lina van der Weyden at the interactive dialogue on Yemen at the 5th session of the UPR

Mr President,

Allow me to extend the gratitude of Sweden to Her Excellency Dr Huda Ali Alban, Minister of Human Rights for taking an active part in our dialogue today. We would like to raise three different topics:

First; As was pointed out by others in this dialogue, the CEDAW Committee expressed concern about discrimination and violence against women in Yemen. The Committee referred to stereotypical gender views on social roles and responsibilities, and was concerned that parts of the legal system remained in contradiction to the CEDAW.

In view of their remarks and after having listened to the clarifications given by the Minister this afternoon, Sweden recommends to continue the efforts with amending the legislation and strengthen the measures taken to deal with the problem of violence against women and girls, including honour killings, with a view to ensure that all sorts of discrimination and violence against women is effectively eliminated.

Second: In resolutions 62/149 and 63/168, the General Assembly called upon states to establish a moratorium on executions, with a view to abolish the death penalty. According to reports there have been instances in Yemen where also minors have been executed, even though, as was pointed out in the presentation, the legislation prohibits execution of child offenders.

We recommend the government to take all measures necessary to abolish the death penalty and, as a first step, introduce a moratorium with a view to adhere to the resolutions of the General Assembly in this regard.

Lastly; Sweden also recommends to take measures to ensure that the counter terrorism efforts in Yemen are applied in accordance with the human rights obligations.
