Sida-financed Facilities and Programmes available for co-operation with India.

The Indo-Swedish Facility for Environmental Initiatives and Innovations
Administrated by the Embassy of Sweden in New Delhi

Support for partnership projects in the area of environment and climate. The ‘Facility’ is open to Swedish and Indian public institutions, the private sector, academic institutions and civil society organizations. It aims to encourage knowledge sharing and cooperation on the development of systems and technical solutions and to evolve best practises. Requires at least one Swedish and one Indian partner. Offers two kinds of support:

  • Planning and preparatory activities. (For Swedish partners)
    A maximum of 75 000 SEK can be provided to cover costs related to the identification of possible partner(s) in India and towards the formulation of a project proposal.

  • Partnership project.
    For implementation of a project. Maximum 2,5 million SEK for maximum 2 years. Does not cover costs for infrastructure or other investments. The project proposal should reflect the joint ownership of both the Swedish and the Indian partner. Relevant approvals of local governments and regulators in India must be secured for funding to be granted.

DemoEnvironment
Administered by Swedish Agency for Economic and Regional Growth, in collaboration with SWENTEC. Financed by Sida.

Support for demonstration projects and introduction of environmental technolocy in the areas of sustainable urban development and renewable energy. Allows public sector/authorities, municipalities, institutions and companies in i.a. India an opportunity to test new technology. Offers two forms of support:

  • Demonstration projects. Support for equipment or system knowledge that will provide the partner country with new knowledge or technology. Grants between SEK 500 000 and SEK 3 000 000. Equipment can be financed at a maximum of 50% and services at maximum 80% of the cost. The remaining part is to be financed by a contractual party in the partner country.

  • Pilot studies. Support for costs related to project development and project identification, which in turn can lead to an application for support from DemoEnvironment. The support is awarded to small and medium sized companies. Maximum support is SEK 300 000. Expenses covered are primarily travelling and living costs in the partner country, partner search, limited consultancy assistance for e.g. the studying of  market potential. Cost for own time spent are not compensated for. Support of up to 80% of the total cost of the pilot study can be applied for.

The Municipal Partnership Programme
Administrated by the International Centre for Local Democracy, ICLD. Financed by Sida.

Support for cooperation between municipalities/local authorities in Sweden and selected countries, notably India, in areas such as  local governance/local government administration, sustainable urban planning and  municipal services, environment and climate change and local economic development. 1- 3-year funding can be sought for:

  • Inception phase. For preparatory work, including visit to designated partner municipality(ies) and identification of co-operation areas of mutual interest. Maximum support SEK 250 000.

  • Partnership phase
    a) Management and Co-ordination activities.
    Maximum support SEK 300 000/year.
    b) Joint co-operation project(s).
    Maximum support  SEK 500 000/project/year.

The Swedish Research Links Programme
Administered by the Swedish Research Council. Financed by Sida.

Aims to foster research ties between researchers in Sweden and researchers in India or other countries in Asia (as well as in South Africa and the MENA region). The key condition is that researchers from the countries involved must submit joint applications on projects of mutual interest. Offers two forms of grants for international collaboration: Collaborative Research Grant (normally for three years) and the Planning Grant (one year).

The Programme funds research partners´ joint activities, such as exchange research visits, seminars, workshops and joint publishing. Minor items of equipment for use in collaborative projects may also be funded. Funding is awarded for both basic and applied research.

Sida’s International Training Programmes (ITP)
Administered by Sida.

A great variety of International Training Programmes are available for capacity building and institutional development in areas of strategic importance to social and economic development. Organisations, institutions, corporations and authorities from both the public and private sectors in i.a. India are welcome to nominate candidates. The programmes are conducted by a Swedish counterpart. A mixture of lectures, workshops, process oriented work and study visits constitutes the basis for the programmes. The first part comprises around four weeks training in Sweden. After that the participants return to their home organisation working on the project with support from the programme organiser. Approximately six months later, a regional part of 6-10 days is organised to follow up in one of the home countries. Participation fee including all training costs and accommodation are funded by Sida. Travel costs to and from home country are borne by the nominating organization/company. Note that only two participants from any given country, e.g. India, are normally selected for participation in an International Training Programme. 
Sida may decide to organize National Training Programmes open only for participation from India and tailor-made to suit Indian needs in areas stated to be of special priority (notably environment and climate) in Sweden´s Strategy for Development Co-operation with India 2009 - 2013.

The Linneaus Palme Programme
Administered by the International Programme Office for Education and Training (Internationella programkontoret). Financed by Sida.

Exchange programme for university/college tutors and students. The first part, Linnaeus, enables Swedish tutors and students to study and work in developing countries. The second part, Palme, offers teachers and students in developing countries the opportunity to come to Sweden.

With a view to lay the foundation for partner-driven cooperation and strengthened long-term relations between Sweden and India in priority areas for the Indo-Swedish development cooperation, notably environment and climate, Sida may decide to support cooperation that cannot be financed from the facilities and programmes described above;

  • institutional cooperation between selected Swedish government agencies and Indian counterparts;

  • strategic interventions in the form of project support which are subject to current procurement regulations.  

Co-operation through Swedish NGOs

Sida also supports a number of Swedish non governmental organisations with activities in India.
