General information
The proposed programme is a continuation of phase one, Consolidating Democratic Governance in the SADC Region. The programme seeks to enhance the capacity of key national and regional institutions that are central to the achievement of democratic governance in the SADC region through appropriate reform measures. The overarching thrust of this programme is the improvement of the governance architecture in Southern Africa for the advancement of social wellbeing of poor and marginalised strata of society. Its principal objectives are to improve election quality; enhance the institutional effectiveness of selected key governance institutions; promote gender equality and assist the SADC region in striving for the democratic governance architecture among its member states. Building on phase one of the Democratic Governance Programme, this phase two is intended to evolve over a period of three years spanning 2007-2009. The programme will cover all 14 SADC countries namely: Angola, Botswana, DRC, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. The methodology for implementation of the programme will involve research and analysis, policy dialogue, publishing, training, technical assistance and capacity-building, information storage, retrieval and dissemination through Resource Centres, and the creation of a web-site encyclopaedia on democratic governance in the SADC Region.
Programme Activities:This second phase of the programme on “Consolidating Democratic Governance in the SADC region”, addresses the gaps or deficits identified earlier in the first phase. Phase two will entail four intervention areas namely:• Improving election quality;• Strengthening selected institutions of governance;• Promoting gender equality; and• Advancing regional democratic architecture
