Goal 1
Contribut to achieving a greater understanding of democratic principles. Endeavour to provide coordinated, rights based support - both in respect of the Swedish programme portfolio and for coordination of programmes of with like-minded donors. One of the channels for this support will continue to be the National Constitution Assembly (NCA) and its work on a constitution proposed by the people. Support to stregthen the capacity of Zimbabwe´s parliament could have positive effects on the political situation since an independent and effective parliament can play a positive role in peace and conflict prevention activities.

Goal 2
Create opportunities for dialogue. Efforts shall be made to identify more enty-points for support for the prevention, management and solution of conflicts. The regular contacts in the programmes of cooperation should be used as the point of departure for a dialogue with representatives of those in power on issues of central importance. Opportunities to give incentives for change should be probed. Positive examples from other sectors, regions and countries can offer a starting point, as well as participation in international courses and conferences and research cooperation. The ongoing programme of support to the Center for Peace Initiatives in Africa (CPIA) will continue, but more initiatives should be identified. Special Seminars, exchange programmes and field visits can be possible activities. Various forms of support for churches, bouth for their dialogue and for their humanitarian work, should be subject of a special investigation. Other stakeholders in civil society that can contribute to positive change should also be sought. Further support should be given to the trade union movement. Ongoing support is given to the restructured cultural fund.

Goal 3
Promote reforms and capacity development in the media sector. This has the aim of strengthening democratic development, freedom of expression and strengthening alternatives to the state-dominated media. The media sector has been refused participation in the process of change in Zimbabwe through highly restrictive legislation. Investigative journalism is obstructed through threats of reprisals from the government. This has led to a situation in which self-censorship is common.
