I would first like to reiterate Sweden’s full support for UNRWA, which has done crucial work on behalf of Palestinian refugees. I particularly would like to emphasize Sweden’s gratitude to all UNRWA staff members, who courageously assume their responsibilities, often in difficult circumstances.
Sweden would also like to express its appreciation to the Jordanian, Syrian and Lebanese authorities, who have consistently provided aid and assistance to Palestinian refugees for more than fifty years.
This year, UNRWA has experienced another year of tremendous challenges. The humanitarian needs of the Palestine refugees continue to be of great concern, and the problems of access severely constrains UNRWA’s ability to fulfill its mandate and to help the refugees, not least in Gaza.
The financial situation of UNRWA has now come to a stage that demands increased international attention. To the chronic underfunding of the core budget, as well as of the emergency appeal, can now be added both increased food prices and negative exchange rate effects, resulting in reduced contributions in dollar terms. Additional resources are now urgently needed in order to maintain the same level of services to the refugees.
In order to meet these challenges, and to become an even more effective organization, UNRWA is in the middle of an impressive reform process. According to progress reports, this work has been successful so far and Sweden strongly supports UNRWA in this endeavor.
Sweden has a long history of strong support to UNRWA. I am therefore pleased to announce that the Swedish core contribution in 2009, which however will be subject to parliamentary approval next week, will amount to 305 MSEK, (close to 38 MUSD, given the exchange rate of today). That is an increase by more than 20 % from 2008. The increase should be seen as a response to the currently acute financial needs of UNRWA and 20 MSEK will therefore be paid before the end of this year.
It is our shared responsibility to support UNWRA in its efforts of serving the Palestine refugees, both politically and financially. The fact that 90% of resources are provided by 15 countries only is not sustainable. Sweden strongly urges new donors to commit to the work of UNRWA, and old donors to increase their contributions. A broadened donor base will guarantee a stable organization that can meet the needs of the Palestine refugees.
