Development Cooperation with Kosovo

Sweden is one of the biggest bilateral donors for development cooperation in Kosovo.

The disbursements exceeded 7 million Euro in 2007. After the first few years of humanitarian assistance, Sida today concentrates its efforts in two main sectors:

  • Democracy and Good Governance
  • Sustainable Economic development.

The support takes its point of departure from the implementation of the “Standards for Kosovo” and the “European Partnership with Kosovo”.

The Swedish development cooperation with Kosovo is characterized by a long-term perspective. It is guided by the current strategy valid until December 2008. From 2009, a new four-year-strategy will be in place.

The cooperation includes the following areas:

Human Rights and Democracy

Promotion of a civil society which respects democracy and human rights with regard to rule of law, combating of trafficking in human beings, empowerment of women and gender equality, preservation of cultural heritage, supporting the Roma inclusion, HIV/AIDS prevention, etc.

Public Administration

Assisting the building of institutional capacity at central and municipal level.

Environmental and Natural Resources

Institutional capacity building of central authorities and environmental civil society working to improve and safeguard Kosovo’s environment and natural resources.

Economic Development

Focus is on economic development in rural areas, with support to small and medium sized enterprises through a micro-credit institution. There is a growing emphasis on job-creating activities.

Sweden supports the mainstreaming of the following issues:

  • Gender equality
  • Environment
  • Local ownership
  • Anti-corruption.

Sweden is continuing to integrate Kosovo in regional programs as a contribution to the regional stability.
