Press Release: Sweden and Kenya sign Agreements on Development Cooperation and on Public Financial Management

The Swedish Ambassador to Kenya H. E. Anna Brandt and Honourable Minister for Finance Amos Kimunya will sign an extension of the Bilateral Agreement on Development Cooperation for 2007. The planned annual contribution for 2007 will amount to SEK 360 million (app. KES 3,6 billion). A specific agreement to support the Public Financial Management Reform Programme of SEK 100 million (app. KES 1 billion) over two years will also be signed.

The signing of the agreements will take place at the Ministry of Finance, Treasury Building at 2.30 pm, Wednesday 9th May 2007 to be followed by a press conference.

The general agreement on development cooperation supports the implementation of the Economic Recovery Strategy (ERS) and the vision 2030 as it will take on a more action-oriented form. It is signed in anticipation of the Kenya Joint Assistance Strategy (KJAS). Sweden and Kenya will work together to create opportunities for poor people to improve their lives. The main areas of cooperation are Governance, Justice Law and Order Sector (GJLOS); Public Financial Management (PFM); Public Sector Reforms (PSR); Water and Sanitation; Agriculture; Roads; Health and HIV/AIDS; Urban Development and Environment.

The agreement on Public Financial Management represents vital steps for system-wide improvements and securing budget planning. PFM is directly linked to opportunities for democratic governance through contributing to effective and transparent state financial system. Hence it creates possibilities to fight corruption and provides opportunity for effective development cooperation.
