Round of bids for new oil concessions (2007-2008)

Sonangol EP in the capacity of National Concessionaire of mining rights for research and production of liquid and gas hydrocarbons in Angola hereby informs on its intention to conduct a new round of bids for concessions in the following blocks:

• Block Centre in the Onshore of Cabinda
• Block 11 and 12 in the Onshore of Kwanza
• Block 9 – (in shallow waters)
• Blocks 19, 20 and 21 (in deep waters)
• Blocks 46, 47 and 48 (in ultra deeps waters)

Sonangol will, in due course, inform about the dates for the start of pre-bidding phase and its terms of reference and other relevant information. For further information please contact:

Angola’s oil production quota to be set in 2008

The Organization of Oil Producing Countries (OPEC) is expected to set an oil production quota for Angola only in 2008, said the secretary-general of the cartel, Abdalla Salem El-Badri, in Luanda.

In a press conference, El-Badri noted that nothing had been defined as the oil market was currently quite stable, with no lack of supply or production problems.

"Things will be clearer in December, the last semester in which the organization’s secretariat is due to meet," said the secretary-general, according to whom the visit to Angola served to discuss several issues and not specifically to set future production quotas.

El-Badri praised the progress made over the last few years in the country’s oil industry, saying that he had been given more precise information about the start of production at new oil fields in bloc 17 (Girassol and Dália) as well as the Grande Plutónio ship, scheduled for the end of this year.

Government establish the State Secretariat for Public Corporate Sector

The Government of Angola have established a new state secretariat “Secretaria de Estado para o Sector Empresarial Público”. By definition, companies in the public corporate sector are all state owned companies and its subsidiaries and private companies where the state owns shares exceeding 10%. The new body shall  oversee all activities of public companies, design policies for financial reporting, conduct audits and financial follow up of companies under its umbrella. Economist and former parliament member and Governor of Cabinda Augusto Tomás was appointed State Secretary for Public Business Sector. The issue of the real status according to the secretary still remains unclear, though.

The new secretariat will host three former institutions which will handle government inspections and business activities such as the Institute of Public Companies, the Angolan Institute of State Partnerships and the Office for Enterprise Restructuring.

Transmission line build-up in full throttle

A consortium comprising Sweden’s ABB and ELTEL Angola have been awarded a contract to build a 220Kv transmission line between Gabela and Quileva aimed at transporting electricity to the southern part of Angola. Once operational, this transmission line will provide a major boost to the inland Angola and its economy. The electricity is generated in the Capanda hydropower facility recently completed. Under the same contract the consortium will procure 30% of all services from Angolan companies. No date was set for the completion of this important task.
