Institutional cooperation
Partnerships between public sector institutions include cooperation between the Swedish and South African tax agencies and police services.

Swedish and South African police are also working together with the Rwandan police service in areas such as criminal investigation technology, community policing, accountability and management. The Rwandan police requested the support to help improve its efficiency and service delivery.

Civil society cooperation
Examples of civil society organisations that get Swedish support in the area of democratic governance are Masimanyane Women's Support Centre and Zivikele Training, which are both working to prevent violence against women and children.
Sweden also supports South African civil society through Swedish non-governmental organisations. This support amounted to approximately 30 million ZAR in 2007, making South Africa one of the countries in the world that receive most funding through Swedish civil society.
