The Council's Future in a Changing Europe

During the 1990’s the Council of Europe faced the challenge of a quickly increasing number of new members. This enlargement process has now nearly come to an end, although there are still room for new members.

Monaco became the 46th CoE member state on October 5th, 2004. Montenegro applied for membership in June 2006. Of the European countries only Belarus remains outside the CoE as they do not live up to the prerequisites and obligations a membership in the Council requires.

Today, the Council of Europe faces new challenges, among them the question of defining its role in a changing Europe characterised, above all, by the European Union’s enlargement.
