Democracy and the Rule of Law
A democratic society based on respect for human rights and the rule of law is one of the fundamental CoE goals. By identifying problems in the member states and suggesting solutions, the Council of Europe helps to strengthen the judicial system and democracy.
In order to become a member of the CoE a country has to fulfil certain requirements. These requirements, however, have gradually shifted from being a functioning democracy to showing the willingness to become one. As a result, several countries were allowed to join the CoE without yet living up to each of the fundamental CoE principles – the underlying idea being that democratization is faster reached by cooperation than by exclusion.
