Council of Europe Summit

On May 16-17, 2005, the third Summit of Heads of State and Government in the history of CoE took place in Warsaw, Poland. The Summit adopted a political declaration, the Warsaw Declaration, and an Action Plan for the coming years. The Warsaw Declaration emphasizes the core objectives of the Council of Europe, namely preserving and promoting human rights, the rule of law and democracy.

The Action plan lays down five principal tasks for the future:

  • promoting common fundamental values: human rights, the rule of law and democracy

  • strengthening the security of European citizens

  • building a more humane and inclusive Europe

  • fostering co-operation with other international and European organisations and institutions

  • implementing reforms aiming at a more transparent and efficient Council of Europe.

Furthermore, three conventions, showing more recent fields of activity of the CoE, were signed at the Warsaw Summit:

  • the Convention on the Prevention of Terrorism

  • the Convention on Acting against Trafficking in Human Beings

  • the Convention on the Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism.

Sweden was one of six countries that signed all three conventions at the Summit.
