The Parliamentary Assembly consists of 630 members (315 representatives, 315 substitutes) from the national parliaments of each member state.
The Congress of Local and Regional Authorities plays an equally important role as a promoter of democracy on a local and regional level. It consists of 315 members, holding an electoral mandate in local or regional authorities in their respective home countries. Both the Parliamentary Assembly and the Congress monitor how member states comply with the obligations of the CoE membership.
