Within this overall framework, Swedish development cooperation with Serbia and Montenegro constitutes an important component. Sweden acts through Sida, the Swedish International Development Cooperation Agency.
The objective of Swedish development cooperation in the Western Balkans is to help bring about equitable and sustainable development. It shall create conditions for sustainable stability, integration into European structures and a transition to market economies. EU alignment through the EU Stabilisation and Association Process is the overall vehicle for reforms and economic develop-ment in Serbia and Montenegro.
Sweden further supports key policy processes for economic and social issues in the country, such as the Poverty Reduction Strategy (PRS) process and a National Strategy for Sustainable Development. Swedish support focus on a limited number of sectors, and with specific priorities. Sweden work with government agencies in Serbia and Montenegro, with civil society, public and private institutions, and with other international organisations.
The Swedish development cooperation is guided by a strategy valid from September 2004 to December 2007. The strategy includes the following areas:
Democracy and Good Governance: to support reforms of the public administration, judiciary, fight against organized crime and corruption.
Respect of Human Rights and Gender Equality: to promote human rights and democracy, rights of minorities and gender equality.
Economic Growth: to stimulate economic growth and assist in improving overall business environment. Sustainable use of natural resources and concern for the environment: focus is put on European integration and compliance with international and EU standards and legislation.
