Protection and support for vulnerable groups

Goal 1
Where humanitarian assistance is concerned, mitigate the suffering and maintain the human dignity of distressed people that are subjected to armed conflicts, natural disasters and other disasterlike situations. Humanitarian assistance is governed by the needs of those affected and is based on the principles of humanity, impartiality and neutrality. Moreover, humanitarian support shall be independent and thus divorced from political, economic, military and other interests. Any risk that humanitarian support is percived as support for the repressive policies of the government should be given special attention and counteracted.

Goal 2

Contribute to limiting the spread of HIV/AIDS and its effects. Preventive measures should be given priority. Also, the coordinated mechanism that is being developed in the country - The Expanded Support Programme - is supported. In addition to this, a limited amount of support will be given to key organisations working in this field. The support has the aim of making the links between HIV and AIDS and human rights visible. There are also possibilities to build on regional initiatives using the knowledge of Swedish companies at workplaces.

Goal 3

Contribute to mitigating negative effects on vulnerable groups. Support will be given to groups that have been particularly vulnerable for a long period of timedue to developments in the country. This applies to victims of torture and other reprisals, children, the disabled, people effected by the brutal land reform in 2000, and those affected by the urban cleaning-up actions. The successful work for the enjoyment of human rights by children will continue and be further developed through the recently initiated program of donor coordination and through a pool funded mechanism under UNICEF´s leadership. More will be done to adress the enjoyment of human rights by all people, without discrimination. The programme of support to Justice for Children will continue as will the micro-financing programme of support channelled via CARE. Support for NGOs working with urban poverty should be investigated. The increasing amount of violence in families, which most often affects women has the effect that further support to organisations active in this field will be important. The possibility of supporting HBT (homo-, bi- and transsexual) organisations should be investigated.
