What does Swedish International Development Cooperation Agency (Sida) do in Indonesia?

Swedish development cooperation with Indonesia was initiated in the mid 1980s and has mainly consisted of financial support to multilateral organisations, support to Indonesian NGOs and financing of institutional cooperation between Swedish and Indonesian government agencies.

In 2009 a bilateral strategy for so called selective cooperation for Indonesia was approved by the Swedish government covering the period 2009-2013. Selective cooperation consists of partner driven cooperation and targeted interventions in strategic areas.  This strategy implies a quite changed approach to development cooperation. Instead of the more traditional development cooperation, a partnership based cooperation, called Partner Driven Cooperation, based on mutual benefit and interest is prioritised. Partner Driven Cooperation shall strengthen and stimulate the emergence of self sustained relations of mutual interest  between Swedish and Indonesian actors,  with the purpose of contributing to the objective of international  development cooperation.  At the end of the strategy period the main part of the cooperation shall consist of partner driven cooperation.

Under the overall development cooperation objective of poverty reduction, the objective of selective cooperation with Indonesia is environmentally sustainable development, enhanced democratic governance and increased respect for human rights, and economic growth benefitting larger groups in society.

During the first part of the strategy period, ongoing cooperation with UNICEF, UNDP and the World Bank in the areas of environment, notably water and sanitation,  and democratic governance will be finalized. Support to a number of Indonesian NGOs, mainly in the good governance field, will also be finalized. Collaboration between Swedish and Indonesian government agencies in the areas of fishery resources and coastal planning, land administration, air transport, tax reform and public service radio will be further developed with slightly altered prerequisites in line with the criteria for partner driven cooperation. This means that the project partners will assume increased responsibilities in the project cooperation,  in particular in terms of financing. 

The main efforts will be targeted at establishing partner driven cooperation.  Environmental and climate change cooperation, is a top priority and cooperation on integrated water resources management, strategic environmental assessment and municipality twinning  focusing on environment/energy is being planned. In the field of international trade and private sector development, Corporate Social Responsibility,  customs issues international standards and anti corruption are feasible cooperation areas.
