Swedish Support to Iraq

Humanitarian Assistance. Sweden has been one of the world's largest official donors of humanitarian aid to Iraq for several years.

In 2000 through 2002, Sweden contributed
over 5,9 million USD per year.  A substantial part of the contribution through ECHO (EC Humanitarian Office) to Iraq is also funded by Sweden.

* The Swedish government has stated its commitment to continue contributing to humanitarian action in Iraq.

RECONSTRUCTION

* Sweden pledged 43 MUSD for the period 2003-2005 at the international donor conference in Madrid Oct. 23-24.
*Sweden supports the EU-pledge of 200
MEURO for 2003-2004.
* Sweden will commit 10 million USD to the International Reconstruction Fund Facility for Iraq.
* Debt, freezing of assets and transfer to Development Fund for Iraq.
Council Regulation (EC) No 1210/2003 concerning certain specific restrictions on economic and financial relations with Iraq was adopted on 7 July 2003, repealing Regulation (EC) No 2465/96. Following the adoption of the EC Regulation, the Swedish legislation on trade sanctions against Iraq was repealed on the 9 July 2003. However, certain parts of SC Resolution 1483 which are not covered by the EC Regulation may require national legislation to enable implementation in Sweden. This is still being examined.
* Swedish companies have had a presence in Iraq for several decades. The Swedish business sector therefore has both knowledge and experience of Iraq.

ONGOING PROJECTS

* Activities of The Swedish Rescue Service Agency (SRSA) are currently suspended due to the security situation. Activities include mine clearance in southern Iraq (UNAMI) and support to UN in Baghdad and previously to OCHA in the northern parts of the country. A Swedish team is being prepared in order to assist (emergency tenting systems), in documentation and identification of mass graves in Iraq.
* Swedish Police instructors are currently at site in Amman, Jordan, participating in the training programme for Iraqi police officers.
* ILAC. First phase of training programme for Iraqi judges due to begin in March, 2004.
* Swedish NGO:s (Swedish Save the Children, Swedish Red Cross, Qandil and Doctors without Borders - Sweden) have projects in Iraq.
* Restaffing of Embassy. Pending due to security situation.
