Support to Municipal Programme for Solid Waste Management in Bosnia and Herzegovina

Note: All planned undertakings of Sida are subject to the availability of funds from the Swedish Government. All dates related to the Programme procurement and implementation are illustrative only. The purpose of the intended Programme is to facilitate a well-functioning solid waste system in the municipalities, which will contribute to an Integrated System for Solid Waste Management (SWM) in Bosnia and Herzegovina.

The main features of the Programme are:
1) Municipal capacity building and investment support
2) Inter-municipal and regional capacity building and investment support
3) State and entity level capacity building and nation-wide public awareness campaign.

The Programme's partners and beneficiaries in BiH will be a number of municipalities in the selected sanitary landfill regions, and the institutions at state and entity level. Special cooperation is envisaged with the World Bank as the main actor in the sector. The Programme will receive guidance and advice from all stakeholders through their formal participation in advisory boards. The implementation will be monitored by an independent consultant appointed by Sida.

Sida intends to procure a Consultant through an Open Procurement Procedure according to the Swedish Public Procurement Act (2007:1091) (LOU). The contract value is expected to be in the range of 80-100 million Swedish Kronor. Investment support to be administered by the Consultant is expected to be around 70% of the total project amount. It is expected that the Tender for the Programme will be published in the beginning of July 2009. The delivery of proposals is expected at the end of August 2009.

It is anticipated that the Programme will be operational by October 2009. It is envisaged as a four to five-year programme to be implemented in two phases. The first phase shall focus on municipalities in two landfill regions, Bijeljina and Zenica. The process and criteria for selection of municipalities and the regions in the second phase will be agreed upon at a later stage. The second phase is subject to a positive mid-term Programme evaluation.

The following tasks are expected to be specified as the Consultant's responsibilities:
- Make an in-depth assessment of the municipal solid waste management and establish a full-fledged system of indicators that will make it possible to track if the interventions lead to the expected results and serve as a basis for assessment of achieved results;
- Mobilize local financial, human and technical resources and set up the Programme organization. Confirm and verify local partners commitment and compliance with goals and expected results;
- Define and justify a proper mix of capacity building and co-financed investment support to eligible municipalities;
- Facilitate improvements of municipal waste services by strengthening local governance and accountability, and by improving organizational and technical skills;
- Promote and support cooperation between municipalities in participating regions, with the purpose to develop more economic solutions;
- Manage a fund and facilitate implementation of targeted solid waste investments at municipal, inter-municipal or regional level. Sida financed investments shall always be complemented with local contribution. The contractor will be required to ensure clear, simple and transparent procedures;
- Support and facilitate the launching of a nation-wide awareness campaign by the entities, and ensure financial management of funds for this purpose;
- Propose and implement other activities that may contribute to a more successful Solid Waste Management Programme;
- Provide capacity building in its real sense at all levels as required during the whole Programme Period.

The guiding principles of Consultants work shall be the following:
- Ensure implementation through a collaborative process, with all public, private and civil organizations, where obstacles are discussed and prioritized based on input from relevant stakeholders;
- Utilize and partner with all available local capacities. Ensure appropriate private sector and civil society participation in developing sustainable waste management solutions;
- Ensure compliance with EC regulations and guiding policies of the national solid waste strategy;
- Bring value-added to the World Bank financed Programme;
- Specifically address the question of sustainability and wherever possible seek for long-term solutions which could be performed by or later taken over by existing BiH institutions and organizations;
- Promote replication of the Programme activities in other municipalities and regions;
- Take into account the role of women and minorities (especially Roma as being economically dependant on waste) in the Programme and ensure a more equitable in sharing projects outcomes/outputs as appropriate; ensure equal opportunity principle in all project activities.
